Is There a ‘Missing Middle’ in English Governance?

In light of developments in Scotland, Wales and London, and the establishment of Regional Development Agencies, English devolution is back on the agenda. In this report, Professor Alan Harding analyses the development of the regional agenda, and calls on government and campaigners alike to rethink strategy. In doing so, he suggests that practical policy issues should act as drivers and that focus should move to sub regions with new governance arrangements.
