Reviewing Leader and Cabinet Models
Free PDF Download

In response to the Local Government Act 2000, all local authorities are assessing and changing their political management structures. The ‘leader and cabinet’ model is one of the three executive options from which local authorities with populations of 85,000 or over will have to select, following consultation with the local population.

Although some councils have decided to adopt the mayoral model, the majority are moving towards a leader/cabinet model. This report concentrates on how the executive itself will work and provides a political analysis of the choices available (within the legal framework) in the way that ‘leader and cabinet’ can be interpreted, arguing that different choices may be appropriate in different political circumstances. It includes examples of current practice and guidance for the future.
