LAAs have been heralded by some as the beginning of a new dawn for devolution, and symptons of a more productive relationship between central government and local delivery agencies. Councils have fought hard for their new found freedoms and flexibilities, and are working with their partners to ensure that LAAs deliver positive outcomes for those involved and, more importantly, for citizens and local communities.
