Municipal Bonds: from theory into practice

The next five years will present substantial challenges for local authority capital finance programmes. Efforts at a national level to reduce the budget deficit may necessitate new methods of raising capital for vital infrastructure investment at a local level.
Following on from NLGN’s publication Capital Contingencies, we are holding an event to start mapping out in more detail how local authorities could start raising finance through direct access to capital markets. We feel strongly that a resurgence in the use of bond finance by local authorities will be a key part of future efforts to invest in and maintain infrastructure. However, the length of time since local authorities last issued bonds makes it important that efforts are made now to understand and map the optimal route and arrangements for councils to take. There are also now important links to be formed between other public sector, 3rd sector and private organisations when considering infrastructure development and the benefits of collaboration should be considered in any discussion of local capital finance.

This seminar will be a chance for local authorities and other public and third sector organisations to share ideas and knowledge about bond issuance. The discussion will help feed into ongoing work by NLGN on capital finance and will be used to further understanding within the local government sector of how best municipal debt could be utilised to sustain infrastructure investment.
