The vast and rapid growth of the ‘public service industries’ (outsourcing, professional services dedicated to government reform, facilities management, consultancy etc) has happened through a long period of both economic growth and growing government spending. Local government increasingly relies on the public/private relationship to deliver services and savings – and with this change has come an increasingly sophisticated, and complex, procurement process.
But are these partnerships set up to work in an era of retracting spending and are long term contracts flexible enough to provide for councils to be both an intelligent client and still set very different priorities? How can councils manage contracts and relationships that are now fundamental with falling spending and potential reductions in head count?
Ultimately, can councils ensure that they get the balance right between providing frontline services meeting contractual obligations?
