The project will set out a blueprint for reform to tackle the urgent skills and employment challenge that local areas are facing in the light of the recession. It aims to demonstrate how a more integrated and joined-up skills and employment system could be achieved and what further powers could be devolved to enable local areas to weather the economic storm and rise to the longer-term challenge of creating resilient local economies. It will demonstrate how funding streams should be simplified, budgets better aligned, and an ‘invest to save’ approach adopted. It will also seek to show that councils have a key role to play in stimulating the local economy, encouraging enterprise, and fostering innovation to create jobs.
