Councils are at the forefront of efforts to drive economic growth at a local level, yet there has scarcely been a more challenging period for capital finance: centrally provided capital funding is set to be reduced by nearly half, major investment programmes in schools and housing are disappearing and there are increasing pressures to shift resources to urgent revenue requirements.
In response NLGN has convened an expert task force to devise new approaches to capital finance that can help local authorities sustain investment. The result of this process is our major new research report Capital Futures, which outlines a number of ways councils can access borrowing for capital investment that are likely to be cheaper than the Public Works Loan Board. The report also draws together a range innovation financing mechanisms that will bring the public and private sector together to support investment.
The launch of the report will be accompanied by a discussion of the key findings with top stakeholders. We are now happy to confirm the participation of the following speakers in this discussion:
