The abolition of the Audit Commission in August 2010 has raised major questions about the future of local government audit and accountability. All commentators agree on the necessity of a credible, transparent and localised audit function. There is less consensus on what this system should look like.
This timely report from NLGN will offer a practical and affordable audit framework to fill the void left by the abolition of the Audit Commission-led regime. It will analyse the fundamental functions of audit, get the views from key stakeholders, find ways to balance the many tensions inherent to audit regimes, and propose alternative solutions which take account of financial realities, the new nature of public services, and the lessons of the last 13 years.
