The days when councils could do everything are long gone. Rapidly rising financial and demand pressures mean working in a very different way from the conventional top down service-provider model. Increasingly, councils are exploring how they can act as catalysts for change – inspiring and supporting residents, partners and community groups to do things for themselves, and in collaboration, rather than expect the council to do it all. It’s an approach that can generate impressive outcomes and save money, but it is easier said than done. This Innovation Exchange will explore the organisational culture change, new skills, funding methods and wider techniques required to shift a council towards an approach that is all about acting as a platform and facilitator for others’ initiatives rather than being in the lead.
